Pseudo elements are different from pseudo selectors because the former applies to what is not already there on the page. It adds it to the page. It was in the past written with two colons, but now people just use one colon (as recommended). This is because all browsers that accepts the two colon syntax will accept the one colon syntax. But IE8 does not accept the two colon syntax and only accept the one colon syntax.
